The adopted Development Plan comprises the South Derbyshire Local Plan Part 1 (adopted 2016) and the South Derbyshire Local Plan Part 2 (adopted 2017). All planning applications must be determined in accordance with the adopted Development Plan, unless material considerations indicate otherwise.
The site is currently within the settlement boundary of Swadlincote. The site is not located within the Green Belt. Policy SDT1 of the adopted South Derbyshire Local Plan (Part 2) states that “within settlement boundaries as defined on the policies map and in Appendix A, development will be permitted where it accords with the development plan”. Therefore, we consider that the principle of development at this location is established.
A small part of the site (circa 0.275 ha) is part of an existing employment allocation (reference E1G) in the adopted local plan. As part of the development it will be necessary to utilise this small parcel of land in order to provide a suitable access via the existing roundabout on Swadlincote Lane. However, this does not prejudice the remainder of the employment allocation coming forward for development in due course.
A suite of technical surveys and assessment work has been carried out to inform the proposed scheme. The proposed Layout Plan for the scheme is shown below.
